Neutering at this age probably won't have much effect but is still a good idea, especially if your girl isn't fixed. If there is any hint of a female in heat, even from a couple of years ago, your intact male is going to mark. He may have been moderately housebroken before and changing homes will often trigger a set back, but more often someone didn't train him in the beginning.
Consistency is key, and freedom is the death nell of potty training. He should either be in a crate or by your side 24/7 until he gives you an accident free month. It seems extreme but if you do the work now he'll be a good pet for the rest of his life, if not....
Crate training and lead training will bring you closer together and he'll learn to learn from you. Communication is important, once he understands that he can make you happy by going potty outside, your on your way. Punishing him for going inside will teach him to hide when he needs to potty....because his master is insane and thinks he should never go. A loud clap, pennies in a metal can shaken loudly, anything that startles him when he's about to mark is good, a treat for a job well done outside closes the deal.
