It's perfectly safe!! My Daizy does both...depending on her mood...sometimes she goes completely under the covers down by my tummy or other times she sticks her little head out... and my sisters baby always sleeps under her covers!!
I think it's adorable!!! I can't ever imagine not sleeping with our baby!!!
