Not trying to start an argument here but I just don't feel this should only rest on the booth owner.
I have a female, but I never thought of using the belly band for anything other than housebreaking a male. Maybe people/dogs would be a little put off to have their dogs wear them in public. If this is a serious issue at the dog expos maybe they should require all dogs be kept on a leash and all males wear a belly band, and state that on the flyers, etc so people know ahead of time what is expected of them and their pet. I don't know how many people would think to do this without the suggestion honestly.
