It's nearly impossible to house train them if they have run of the house. Their bad habits will continue the rest of their lives unless it isn't delt with once and for all. Go back to square one. Put her in an expen attached to the front of a wire crate. Attach a water bottle on the side of the pen and put a pee pad down. Take her outside every couple of hours to potty and play. Praise the potty like the dickens!!!!! It may take 6 months or even a year, but don't give in our up.
