I think every state has different laws on this- but I was always told that you don't really need to have the rabies tag on the collars, or harness, as long as you have the rabies certificate you should be fine.
Fiona's is a little heart, and I leave it on her harness at all times.
When I was living at my parents, and had my dachshunds, I had their rabies tags on my keychain at all time, just in case!
