Default Does the puppy hair have to be cut off?

Wrigley is a little over 4 months old and he hasn't had his hair cut at all yet. He is starting to look a little poofy like and he looks like he weighs like 3lbs more than he does (he is a bigger one coming in at 5.1 already but he looks like he's 7-8lbs!). I want his hair to eventually be long, not super long, but long enough that it lays down and he has the part on his back.

So my question is, does his puppy hair have to be shaved off before his other hair will start coming in? I'm not sure if that makes sense or not.

Also I bought a small kit from Petsmart, because I want to groom him myself. It came with a few attachments, but the longest setting is 1/2 inch. Do you know if they make attachments that are longer than that? Wouldn't 1/2 inch be almost like shaving him down? I don't want to shave him, but I do want him to have some of that "poofy" looking hair gone while he still has that puppy hair.

I'm right in saying that right? They have puppy hair and adult hair right?
