I've decided that mine don't need the perfect spot to potty. They will pretty much potty as long as there is grass - IF they have to go. When they are sniffing around looking for stuff they usually end up finding a bug or bird poop and face roll in it. I'm used to Loki having to go out so often (he has medical issues) and I usually take Sammy out too. She only goes about every third trip out and otherwise she just finds grasshoppers and butterflies to play with...

Here's the thing - if you stay out there long enough he is going to have to go eventually. If you get bored (or annoyed) crate him until you can try again. The crating isn't forever, he should figure it out in a few days that he has to pee when you take him out on the leash. Taking the treats outside is a great idea. That way they know the treat is for peeing not for coming back in.
