As Wabbit suggested, you may need to wipe up some urine on the pad to get your little one to get the idea. There is also a spray that they sell to mark where you want your dog to go. I don't know the name but I know that Petsmart has it.

When we were pad training, we kept a sharp eye out and as soon as we saw signs we would put the puppy on the pad and use use our phrase which is "do your stuff" to let them know that was where they needed to do their business. You must be very diligent to putting them on the pad. And we treat each time they use the pad. Now Maggie is at the point that she is not looking at use when she is using her pad...we have to call her to give her a treat. I even still treat Hot Rod (he is 1 yr old) since I want to make sure they keep using the pad (we boat in the summer and use pads then).

Just be patient. One day, it will all come together and at 16 weeks, I bet it just around the corner. Mine seem to get it just about that age.
