I would advise that you take that mom to the emergency vet ASAP. The discharge indicates something is going on and it needs to be looked at. The puppies could aspirate the meconium and develop pneumonia or worse. A placenta might have separated (called placenta abruptio) and the puppies will not be able to breathe in the uterus. This is the advice I give when I am mentoring a nervous whelping midwife.
The vet would be able to manage this situation with a c-section or OXY. Anyhow, the mom probably will need a clean out shot.
