I agree. It's extremely hard to get the timing right and you have to carry treats with you. Practice, practice, practice. I work with Loki on this constantly. Sam will bark once or twice if she sees something and he will then FREAK OUT. So with Sam as my warning I immediately look at him and say "behave! very good! " in a happy voice and keep his attention, rewarding him for not freaking out. If we are outside I ask him to sit and keep his attention. Sometimes he goes too far and will not accept the food. That means he has gone over his threshold. We try to avoid that but neighbors like to ignore my requests that they give us space. We usually cross the street. I just have to KEEP talking to him. I sound like an idiot practically singing "OH look a big dog... No big deal... let's keep walking!!" but whatever it works. He's always improving.
