Poor dogs!!!! I would take a guess, but I am almost 100% sure that using rat poison to put them to death is against the law. But as most of us know, it is a slap on the hand for most offenders!!!
But I would certainly contact the ASPCA and the media to inform them of what you know. Very sad indeed!!!
