Awww...poor girl. I cannot even imagine someone who would ship a 9 wk old dog that was clearly not in the best condition.
Not to mention that she was too young to be separated from the mom/litter--as mentioned, most agree 12 weeks is a better age.
I would think that her young age is definately a huge factor with the problems you are having with her. Be very sure to monitor her VERY closely and make sure she is eating.
