What a close call. I would have gotten her phone # and name and taken my dog to a Vet. for a good check. You just never know.
This happen to my Azrael once when walking right here in my own neighborhood. A very mean JR attacked her by her throat. She was wearing a rolled leather collar and a vest harness which helped save her neck. She did cough some but was ok. It didn't make her afraid of dogs thank goodness.
