That does not seem normal if she is having another puppy, but I think it's normal for them to pant some. It takes alot out of the mamas when they are nursing and/or maybe she's a bit warm. Have you taken her temperature? Did you see the placenta when the little boy was born? If she does not seem to be in any distress maybe she was just nesting some to get herself & her pup comfortable.
