You are right to be very concerned about this, lab puppies can do quite a bit of damage to your little guy, they don't mean to, but nevertheless it could happen. This could cause Alfie to become afraid of all big dogs. Labs need time to grow up, and settle down, before they can be around small dogs, this usually takes at least 2 years. There is no way I would let Joey be in this situation.
