I am so very sorry for you. How terrible to be working with a group that is chartered to help animals who have individuals who are cold hearted killers.
I would move very quietly, quickly, carefully, and methodically and get proof positive that the dogs were killed - pictures would be the best, but the location the dogs were buried or disposed of would probably work. Be sure that the information you have is 100% true and not just a "he said, she said". I say this because if all you have is someone's word for it, then it might be hard to prove.
I am not a legal expert, but I feel certain that laws have been broken - and in order to seize the remaining dogs and prosecute the human monsters responsible for this outrage, you will need to have legally admissable evidence. Not only that if these people get an idea that you know what is going on, no telling what will happen to the remaining dogs.
