Call the appropriate authorities, this woman could say you wanted to buy the dog, but when told it was $2500.00 you decided to steal it. I don't think I would have told the woman that "the dog is living in conditions that are not humane" If something like this occurs again, you have a better chance of making a win win situation if you act like you have been looking for a little Chihuahua for a long time, and just feel in love with this dog, if she ever is thinking about selling it please call you. If you try an win them over without making them feel defensive, you more likely to see positive results. I'm not saying that in this case it would have worked, I'm only saying that no one will agree to giving up a dog after you tell them they're a terrible person, and a dog shouldn't be living like this.

You might want to document some of this, you might try to get pictures of the dog chained up, without water, movie would probably work better to show that there was no water. You might also try speaking with the woman again, with a different tone, and leaving your name and number for if she ever decides to sell the dog. Like I said before, I'm not sure this would work, it depends upon how good of actress you are. Please don't consider stealing the dog, try working within the system, and if the system is broken; help fix it.
