Default Having trouble even getting her to use papers

Hi, I just got my puppy; she is 10 weeks old. I've only had her 3 days, but can already see training her is going to be hard.

Her breeder had the 4 puppies in a pack n play where she had newspapers on one end. This seemed to work while they were in the pen. She also had newspaper by a door when the puppies were out. It's my understanding they had pretty free run of the house.

I tried to emulate the situation and got a pack n play rather than a crate. I put a little tray with newspaper on it at the other end of the play. Emma will use that paper when she's in her pen and wakes up from a nap. She will NOT use the paper I have out for her when she is up and running around the house. She knows where her food and water is (kind of a large house) but seems oblivious to the papers. The breeder said she was doing really well on the papers at her house. Perhaps it's just that she's new here, but she is going wherever she wants.

I even put pee from her paper in the pen on her other paper, but it doesn't seem to entice her. I tried pee pads but she just seemed confused and chewed on them, so I figured I'd use paper because she was used to it.

I am wanting to use the little tray with papers, somewhat like a litter box and keep that situation for her due to where I live, etc.

Any suggestions??? I'm not crazy yet, but my partner might be soon.


PS this is my first time here, so thank you for any help you can offer; I did read the other posts in this thread, but they seem to relate more to taking her outside, which I will not be doing.
