that is sad.. i hate hate HATE seeing dogs wandering lost.... one time i was commuting to school and looking out the window i saw a bulldog with a long chain still attached to him dragging on the ground as he ran across roads with lots of cars!!! i felt horrible and said a prayer hoping he gets found!
but yeah i hope the dog you saw is okay!
