yup that's actually bordering in layers but it works - Paint Shop Pro has really nice frames and you don't have to make them - I have paint shop Pro 9 and lost my cd....It's killing me cause I need to format my computer and don't want to if I lose the program -

with PS though - you can bevel your pics to make them stand out on the background (border) they also have drop shadows etc -
