If you define a puppymill as a place where hundreds of dogs are kept in outdoor kennel/cages to breed, yes they are a puppymill. Some puppymills are probably better than others. Some probably get vet treatment, and adopted when they are no longer capable of breeding. Some are just put to death when they get sick or can't breed, and it's not always in a merciful way. They will breed anything, and breeding to standard isn't important, health testing isn't important, the only thing that is important is selling cute puppies. In many ways they are like the backyard breeder, just a bigger operation.
