True, and I am sure that the millers in this world are not limited to just this list. I know of several who are not on it. I'm sure this is only a small percentage of the millers in existance.
I've heard claims that just because you are a USDA registered breeder, that it doesn't neccessarily mean you are a miller or unethical, but I have yet to run accross one who doesn't fit the mold, IMO. The very requirements of USDA breeders themselves already tell me that if you are metting those requirements, I want nothing to do with you.
