I'm interested to see what response you get, because I was just going to post a similar thread! A few months ago Layla had almost a rash on her tummy, with peeling skin. The vet gave meds for a bacterial infection. Now it seems to still be dark and spotty, with a few little spots so dark they almost look like scabs. And like you, it's just on her tummy where she has no hair.
