I know that a male dog will do whatever they have to do to get to a female in heat. I do not think that anything will keep them from getting to them. She needs to be isolated and any male also.
We have a dog in town that is in heat. Our male Chi thinks that she is his woman. She is a PitBull and there are several males that are huge stalking her. He tries to get out the door every chance he gets. Last time she was in heat he made it out the door once. He ended up with a skull fracture and a near death experience. This time she is in heat he is only driven by the scent and doesn't even remember what happened last time.
My point is THEY WILL STOP AT NOTHING!!! I would get her fixed if you don't want to breed her. And if you do want to breed her later, ISOLATE HER.
If you have a male, know that they can breed through crates and fences. So make sure you do it up double time.
