The standard only changed 2 years ago regarding color, but not size. That has been the same for quite some time now--it is and has been 'not to exceed 7 pounds.' No minimum weight. If you look up the standard on the YTCA website, it lists the changes that have been made and when. There have been no changes to size since 1966 listed.
