When you are with him put the leash on and drop it on the floor to let him pull it around. This can be inside or out and I would suggest doing it in both places.
Once he gets used to that pick up the leash and follow him around at the end of it.
Then once he is used to that suggest with a great deal of happy tones to come with you as you back away from the dog.
Once he is moving turn and go along with him in the direction of your choice. If he stops you stop and encourage him to move along with you.
This will take days or maybe a week to get him from pulling the leash around behind him to walking with you. It a process not a one day event.
