That wasn't my experience, but I don't know that it's wrong. In our puppy class, they let us come in early and socialize with the other dogs in an xpen before class started.

I've heard about the breaking-eye-contact thing with dogs that are aggressive. It sounds a little strange for puppies, but again, I don't have enough experience to be critical.
