If it started with the food switch, I would suspect that, it is true that switching food too fast can cause tummy upsets, these will usually go away, after a couple of days, allergies on the other hand, usually don't go away, and often get worse. I'm not familiar with the ingredients of Wellness, but maybe it contains something that he's sensitive to. When testing for food allergies in humans, doctors require you to keep a food dairy and start with one or two foods, and add a new food each day/week and write any symptoms. For example, you could fed chicken and rice, and see after a day or two if the eyes get any better or remained the same.
