You also might consider keeping him in an ex pen with his crate inside the pen, and the pee pad outside of the crate. I think it might be confusing him that you're asking him to "go" where he sleeps, which is counter to a dog's instinct. This is similar to that Jeanie said about potty in one area and sleep/play in another.
