Well, they went out and talked to the owners and apparently they have several other dogs (all inside) that appeared to be well taken care of. They explained the one outside by saying that it had something stuck in it's hair and they cut it out so that's why it looks as if it's hair is falling out. I think that's ridiculous. It was still outside in hot temperatures, near the road, VERY thin and sickly looking, etc. I will definitely keep driving by and call again at the first opportunity. I feel so helpless...
