OMG! your poor baby must be in so much pain. I just looked at the pics and couldn't believe my eyes. I hope you can do something with those neighbors and to secure your fence. It's very scarey for those other dogs to be that aggressive towards any other little dog. I hope you can get some restitution and some swift action in taking care of this.
