If you go back in this topic you will see I posted info on reporting this... The reporter does not testify.. Once they find the evidence it kinda speaks for itself. If a necropsy is done they will see bullet holes in the dogs skull.
The ASPCA is in NY. People always say the ASPCA and its not an all around thing is a NY thing. The Louisana SPCA is in Louisana
