What day of her heat cycle is it? She might not be quite ready yet. I recently had a female acting that way and I had to hold her firmly and after much trying I was able to get one tie on her 11th day but all the attempts on the following days were unsuccessful. She is definitely pregant and is due to have pups in about 2 1/2 weeks. Some females for whatever reason are scared of the males and are not interested in breeding just like some males are not interested in breeding. It is not always easy breeding dogs.
