In California, you are required to get your dogs licensed, you will be fined if they catch you in public with them and they are not license. I've only been asked once for proof of registration since I've had Bella and it was at a park. Here are the links to find out more on it:

You will need their rabies paper work to send in along with the fee. The price difference in the fee depends on whether or not your dog is spayed/neutered. It's a BIG difference. However, if you are ever caught, it's a pretty hefty fine.

There is a difference between registering with Los Angeles County and Los Angeles City. I can't remember which one I had to register with because I live in the County and the City of Los Angeles. I called one of the numbers on the site and they directed me. Because Bella was spayed, I think I paid something like $10-15. They should be able to give you all the information if you call.
