HMMMM I guess I said it wrong.... You can call the 800 number and have them activate the card. The card will be activated but not for DEBIT use.
Also alot of banks will let you go into the local branch and show ID and they can make your pin RIGHT THEN AND THERE in their records.
They will tell you on the PHONE you can't.... but you CAN in the BANK.
