Have you tried any flea products like Frontline or Advantage? Teddy had the same problem. I tried to eliminate a few things. At first, I thought it might be the corn in the Yorkie 28 Royal Canin. (I feed him that as well). Some dogs can be allergic to the corn and it can cause itchiness. But before I decided to change his dog food, I put the Frontline on him. In the matter of two days after that, he stopped itching. So try the flea product and if that doesn't stop,then try to switch her food, because it might be an allergy.
