In the middle of reading this thread, this comment made me laugh out loud! Who do you blame for kitty peeing on your puppy? You could place blame at the bottom....kitty (local government) the middle....puppy for rolling in it (state government).....or the top, YOU..(federal government)...for allowing it to happen
