We have always used both methods. Only in the winter time do I only stick with the pee pads till they are old enough to go outside. As its so cold here for the younger dogs. They get the idea to mainly go outside but they have the back up of the pee pads if they can't hold it. If they can hold it they will because they don't want there area soiled. You have to give them time to get it all worked out. You will have times they will do so good and then back slide. It will come around and they will get it. The paper pads you just have to try to catch him shredding it and then tell him "NO" and give him something else to chew on. Its also a training lesson.
