Just a question, but how could you report someone for refusing to give treatment without payment?

It is very, very sad for the puppy and for the owner, but this just reiterates the fact that you MUST have an emergency savings account for your baby. Please don't be caught without a way to save your pet, which is your responsibility, not the veterinarians.
