Sorry, but your friend's mentality of not wanting to spend a lot of $ in case he passes anyway is really disturbing. I mean, how much is an office visit? If a visit to examine and at least discuss options is too much, she should get out of breeding dogs now.
We all pay for vet care in HOPES of a positive outcome but I don't know a single person, let alone a breeder, who witholds vet care based on the potential risk of a negative outcome. Puppies are not a profit/loss statement.
