Definitely get to the vet and get it sewn up. If it is just from the cord being ripped off too short and not a birth defect there is no reason he should not be OK. If it is not from physical trauma it may be some form of a midline defect but if it is small there is no reason he should not be OK if it is repaired. If it is something he was born with you will also want to check for a cleft palate with is another midline defect. Did she let mom cut the cords? Sometimes moms get a bit too vigorous and take a nip from the skin as well (not often, but sometimes), it should be able to be corrected. I doubt very much that it would be an expensive visit, it is not like he is going to do an actual surgery on a puppy that young, should just be a few quick stitches. When he is older he may have a hernia if the muscle is not repaired now but that can be corrected when he is neutered.
