Embarassed HELP!!! Tiny boy with no cord!

My friend called me yesterday to let me know her yorkie was in labor. I went over later on and found out that the cord and been cut too short. The puppy is still alive and for the most part eating. I encouraged my friend to make sure he eats often and make sure he stays warm. Im not sure what else to tell her or what to do. She is hesitant to take it to the vet because of the costs. She is afraid it will pass after spending a lot of money. I talked to her this am and she says it latched on last night two times and is still syringe feeding it. You can see a whole in its belly where the cord should be. Please if any of you have ever encountered this please share your advise and ideas. I'm thinking to more encourage her to take it to the vet today since he lived through the night. He is obviously a fighter. I dont want to give up on this lil guy. If I have to take it to the vet myself I will. Again any help you can give will be greatly appreciated. I am wondering if maybe any of you have encountered this and the puppy lives or passes. Please share your experiences.
