You can register them after a year, there is just a late fee applied after a certain date has passed.
If you are worried about the breeder keeping their word, you can contact AKC and if you have the registration number for the dam they can check to see if the breeder has litters registered with them.

I did that when I got my puppy because I was putting a deposit on her w/o seeing her first and I wanted to make sure that I wasn't walking into a scam. AKC emailed me back confirming that there was a litter registered with her.
