Default Training with Potty Pads

I am training my 4 month old yorkie puppy with potty pads. The vet reccomended that I cover his entire pen (kind of like a playpen for a baby) with potty pads and then gradually remove them one at a time to teach him to go on the pads. However, we have been doing this for ten days and he has yet to pee or poop in the same spot! He goes everywhere in the pen; no uniformity at all. Also..the bigger problem is that he is eating the potty pads! He gets plenty of excercise and has lots of toys around to chew on, so I have no idea why he wants to eat the pads...i'm sure this is not good for him! Has anyone tried this method before? I've ruled out crate training so this method is what we'll try to stick with. Thanks for the help!
