Biewers and partis came about the same way, from recessive genes in traditional colored Yorkshire terriers. The difference being that the German Tri colored yorkshire terriers were denied registration through the German registry unlike the american tri colored parti yorkies who are now allowed to be registered with AKC. As a result, instead of culling the the german tri colored yorkies (Biewers), they formed their own club with breed standards. There are a number of Biewer clubs, some with stricter standards than others.
