I can see only one reason to keep pets out of shelters and that is the biting issue.
Both here and in MD, young men walk pit bulls in the neighborhoods. Some can barely handle them. These are powerful dogs, who can be killers..maybe the counties/shelters are afraid of law suits.
Quite frankly, it would not bother me to be in a shelter with dogs...no dog has ever given me a disease and if they have a rabies cert. people would be safe. I would not care if I got a fleas on me., poop on my shoes or no sleep from barking.. just so people could keep their pets with them..but I would be afraid of uncontained dangerous breeds.
My brother has a GSD who is dangerous and needs to be put down..he will attack if not kept confined away from children and strangers. I have no doubt this dog could kill a person.
