Yes you can shave them and tape them. They will usually copme up on their own sometime before 16 weeks, and then there might be some drooping when they are teething, but if you keep them shaved they wshould come back up when they are done teething.
if you're impatient, then i would shave them first and wait a day or two and if they don't come up, then tape them. do not leave the tape on for over 3 days.
