I have 5 dogs, 3 wear clothes and 2 do not!! My 2 oldest Yorkies do not like clothes or bows so they have a puppy cut and a schnauzer cut and they only wear costumes for Halloween!!! They can live with it for once a year!! I would keep trying but if she constantly refuses I wouldn't try and force it!! Good Luck!
