Not trying to be ugly so dont take this wrong but, if you think this is a bad situation GO TALK TO THE PEOPLE. Dont let it go on another day. They may be doing the best they can and need a little help. Dont call anyone, go talk to the people. If they are decent and you can do something to help, great. If not then call somebody and report them. But stop talking about it and do something. Time is wasting.
