I do feel for this yorkie if it's just left out and no one is checking on it or home all day long. How big do you think this yorkie is? If it's as small as roxie I can't imagine leaving her chained out all day by herself. But my daughter has a husky that has to be chained when outside. She'll bolt and could end up on the highway or get into some sort of trouble, she's a runner she loves to run. But when she's out she wears a tracking devise and she has access to plenty of fresh water (I even put ice in it during the day) and food. She can go in and out of the garage and we run a fan in the garage for circulation. But I'm also home during the day so if she starts stirring around I'm here and go check on her. If I leave then she's inside and not left out. If it's too hot we bring her in frequently to cool off. She's pretty content outside and doesn't mind the leash, it's long and she can get around quite a distance. Depending on the circumstances the animal has is weather or not it's cruel. I also remember one time when hubby had an English Pointer that would run and run and run and just chase birds all the live long day. He was for a specific purpose and was quite difficult to train other then for hunting so he was kenneled alot of the time. Well a neighbor thought we "kept him in a box" in the garage and called animal control on us. They came out and observed the situation and said there was nothing wrong with what we were doing. They also said that some folks have a hard time with the kennel training ideas. All I'm saying is I agree for a small dog it's not a good idea to leave them out all day alone. Every animal that is domesticated should have proper care that suits the breed. Hope I'm not rambling too much just wanted to share a few thoughts.
If there's a concern for this small dog, just call animal controll and let them check it out.
